There is no BIND9 server in OmniOS core.

The package pkg:/network/dns/bind contains only the client utilities
like dig, host, etc.

There is a server package in the ms.omniti.com repo, which you may add
to your publisher set if you wish.  The package is
pkg:/omniti/server/dns/bind that delivers /opt/omni/sbin/named.  See
http://omnios.omniti.com/wiki.php/Packaging for the information needed
to add that repo.
