Just to be more clear here, the delay is caused when launching an 
application.  If I copy the file from Windows explorer, the performance 
is OK.

I looked at my wireshark trace when launching the application and I 
noticed that the NT Create AndX SRT for a lot of the files is 30 
seconds.  A round number like that normally means it is triggered by 
something.  Now I just need to figure out what.
